If you want the divisions, flights and teams to be constant for the entire Event/League, including all rounds, then be sure to build all your settings under the Golfers tab > Event Divisions, Flights and Teams menu option.
If you need these settings to change for every round, build them in each round under Rounds > Round Divisions, Flights and Teams.
It's also important to understand when to use divisions versus flights in your setup.
